Winter fatbiking is very popular around here an you can see tons of people ride the lake in the winter and you know that most riders are taking unique routes. Look at the far right bay (Grays Bay), I ride that a few times each winter, leaving the boat launch on the southwest corner and ride to the east coast. Those tracks don't really show up here. Therefore, I'd say Strava won't show tracks for 3 or 4 riders. For the OP example, less than 3 or 4 riders with Strava have ridden that road to end.
The global heat map shows a lot of bike routes in places where it's illegal to have a bike, and would be almost impossible if you tried. Local consensus is they're ski tracks.

That's interesting about riding out on the ice, I would have thought those were bad GPS tracks.

I use it but only to track stats like miles, elevation, calories burned etc. I don't follow people, I don't give Kudos, despite what Strava calls it I don't use it like Facebook for Cyclists. I could care less who else is on it.

I do not see those new rules on USAC's page here.

I knew I took a wrong turn somewhere.
I think I've taken the canal path just south of the pond a few time with Strava turned on. I've done the loop around the pond before, but perhaps with RWGPS.
I've found a couple of other roads and loops that I occasionally hit with Strava on, that show nothing.
Old data?
Looking at the map, I see a few dots like individual data points, so it would seem like an individual ride would show up.
It would also make sense to have a threshold of 2 rides or 2 different riders.

Just got off the phone with NPS. Nobody has been beyond mile 7 this year. Construction finishes today so that's about to change, but the road is gated at mile 20 (it's 23 miles) and nobody knows what it's like up there right now. The ranger told me to expect snow over the road anywhere from the last 1/4 to the last 1 and 1/2 mile.
Not sure if I should go tomorrow or wait and find other plans for this weekend.

What is Strava? I asked the same question about three weeks ago and now I'm addicted to Strava. It has made me ride harder and farther. I ride alone most of the time and I push myself on hills and flats. I ride segments to see my progress. I'm looking to buy the Edge 520 because of Strava.

Once again some people need to reflect what they think is "right" onto others. I use Strava on all my rides. I am not a posure or fred. I am a guy that likes to ride and rides often. 10 a week to and from work and a couple of other rides ranging from VI Tuesday tandem rides to weekend getaways. I upload with almost no effort and the data and the trends are there for me to see when I feel like looking. It runs effortlessly in the background of life so to speak. In addition to looking at trends in my rides I can see where other folks are riding. This lets me expand my riding in the city and out in the country on trails and roads I might not have had any idea about. There is much good info to get from Strava. Think of it this way. It can be a tool to be used well rather than a place for tools to sword fight with KOMs

Just for S&G I did a 17 mile Strava segment...on the beach (fatbike). No side trips, just following the +4 tide line and also tossed in a couple of sub segment .2 mile long tests to see how often I can get them to register without deliberately trying to hit them dead on. . Well..only about 30% of the time am I tripping them. Strava says that drifting a full block (~200') will result in you dropping off the segment. I think it is closer to 75'. I use Strava & Cyclemeter. Road or off-road.
