I did that today- pants w/o liner over padded shorts. I didnt care how it looked, i needed to be warm.

I bought these from Castelli few days ago
Castelli Nanoflex Pro bib tights review - Cycling Weekly
Got them on sale for less than 50£ here in Norway where its also getting colder now. We are lucky here If it stays between 40-60f mid day the next couple of weeks.

I do that fairly regularly when it's cold. Padless tights that just go on over the shorts/bibs. I don't see anything wrong with it. As a plus, it seems cheaper and more versatile than having a dedicated pair of padded bib tights.

Most my winter gear is Nike running and football stuff. Its way cheaper and I can wear it outside of cycling.

I did a ride up in VT, started below freezing, very windy...I had two pair of full length bibs on, one with one without.

I wasn't cold. As the day progressed and the sun came through, I pulled one set of bibs off.

Do what you have to do to ride.
