I don't know much about nanotechnology.

Does it offer the prospect of ultra-light bicycles?

It's supposed to yield stronger materials at a lower weight. This frame was built by Easton and BMC jointly before this years TDF:

By using the CNT-Nanotechnology BMC were able to build a frame with minimal weight and maximal strength using a new engineering and manufacturing processes to build the hi-tech frame. The BMC “Pro Machine” frame, weighing less than 1kg is also said to have excellent stiffness and strength characteristics.

Beware of "Nanotechnology" claims, this is currently the biggest misused hype word in materials science and has now been grabbed by marketing guys. Easton only ever makes vague references to the technology and I suspect that they aren't really doing anything that different than the competition. The Easton articles give no real information.
That composites website has this mandate:

"NetComposites is a global research, consultancy and online media company, creating and using innovative technologies to advance the composites industry as well as running the industry’s leading online portal for composites. Our objective is to use innovative technologies to enhance and further the use of composite materials..."

In other words, a BS-hype company.

With enough googling you will find that Easton uses multi walled carbon nanotubes as the frame building material.. These will offer a bit of weight savings...

Carbon nanotubes have been used as interconnect in semiconductors and they find a lot of applications in military/aerospace... so its not all BS...
