Single speed/ fixed gear
Is this a good idea for off season, puttering around the neighborhood when im bored? They seem pretty cheap.
Also is a freewheel ok for single speed? or does that defeat the purpose?
price range is up to 600$
lastly what frames do you recomend?

Check the fg/ss forum. That said, fixies and singlespeeds are cheap and easy to maintain, hence the perfect beater bike. I recommend buying a used road bike that has horizontal rear drop outs. You can save even more money buy buying a bike with a crappy rear wheel and/or defective shifting since you will replace all that stuff anyway.

Fixed gives you a workout like no other. Well atleast for the first week or two. First day I was on the fix, it was weird since the pedals didnt stop moving. I woke up the next day, my muscles were so sore, it was an effort to walk.
i use my fixie to get around campus. Its steel so I don't have to worry about dinging my aluminum can thin cannondale
