Race or Ride... SAG cars on open highways.

Here is an interesting question and maybe some can direct me to laws (specifically in California) in regards to SAG vehicles on open roads. When you watch the pros train the SAG vehicle they ride the entire time behind (or ahead if they are drafting behind the car). Now in California is states that slower vehicles should yield to faster vehicles but that does not specifically help in this instance.

How would a SAG vehicle operator drive their vehicle in a single "paceline" or "peloton" situation. Also when the group is split up how is the SAG following time budgeted?

The only laws I can think of are the ones that apply to slow moving vehicles in general.

This says that slow moving vehicles have to use the rightmost lane: https://www.dmv.ca.gov/pubs/vctop/d11/vc21654.htm

This says that on two lane roads, slow moving vehicles have to pull off the road at a turnout or other safe place if five or more vehicles are waiting behind: https://www.dmv.ca.gov/pubs/vctop/d11/vc21656.htm

I would suggest placing signs on the vehicle and using your hazard lights whenever near the cyclists or proceeding slowly.

Not that I know anything about group rides or the use of SAG wagons, but I'd suggest predominantly supporting the rear of the group if we get split up. You'd come upon the frontrunners anyway if they need any help.
