Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

Depends on what you're doing at the time, and whether you are talking sprinting, climbing seated or climbing standing on the pedals.

pigmode has a point, but i'll assume we're talking flat/rollers, riding on/near the front.

my answer - the drops.

its not only a matter of power but aerodynamics. I used to ride a lot on the hoods in the pack thinking that in the draft it didn't matter to be aero, and its more comfortable.Since I've gotten a powertap, I've found even in the pack, I have to produce more watts to hold my position on the hoods thanin the drops. So I try to ride as much in the drops as possible. Exceptions would be when the pace is relatively slow, and climbing.
