Never heard of Mark of Fitness, but I can tell you I've had good experiences with all 3 polar products I've owned through the years.
Big reason to spend a little extra $$$ is to get a coded transmitter to reduce crosstalk and interference, even if you are getting a more basic model. Not knowing anything about the model you ask of, I don't know if it has that or not, but at $30 I highly doubt it.
Find an older Polar on clearance or something. I think you'll be happier with it.
