There is nothing wrong with that bike... for the right person.

Turning the fork backwards increases the bike's trial which in turn produces a slower steering bike.
In fact, in the early days of aero bars, track bikes used in time trials often had the fork reversed to stabilize the bike for TT use with aero bars.

That fork is on correctly, the bike is just on the wrong side of fork. Maybe the guy likes to ride backwards but still have good steering.

The fork is fine. Everybody knows that the forks flush in the reverse direction below the mason-dixon line.
