"Cycling Plus". Nine bucks an issue. Arrives in Texas a month after hitting the newstands in the UK. But, the best and most critical reviews of bikes, bike components, bike tools, etc.
And, the editors understand that for every guy with a road bike and a racing license, there are a hundred guys with a road bike who is riding to a job, to school, to the grocery store. So, they often review practical gear, such as bike locks, handlebar bags, lighting systems, pedals that work with street shoes. A cycling magazine for real cyclists.

Willis MacGahee did an interview in Penthouse of all magazines and everyone in Buffalo is furious because he said the NFL should move the Bills to Toronto. Plus he did an interview with Penthouse, I mean come on, seriously? He's also got 3 illegitimate kids in a year and a half.

Cycle Sport is very good, but pricey (~$40/yr). Bicycling comes free with a "Team Performance" membership and is other wise $10/yr I think.
You get what you pay for. If you want in-depth coverage, long articles, great writers, go Cycle Sport. If you want toilet reading that you don't mind getting wet when you reach for the towel, Bicycling. Substance vs Fluff...
No experience with Velo, sorry.
EDIT: Just reread your post. Cycle Sport is only about pro cycling, so you won't get ANY training tips. Bicylcing will have some, but I never follow them...

Totally agree. Good mix of race coverage and interviews, pretty good tech features with one in-depth bike review every month. Best feature is the "Classic Climbs", great reading.
December issue had a story where the author/cameraman accompanied Fabian Cancellara and 2 other team-mates to a section of Paris-Roubaix with Gerard Vroomen from Cervelo and an engineer from Zipp. They were trying tire/wheel combos for this year's race. Cancellara said he wouldn't switch away from traditional wheels, but the Zipp guy was adamant that they would be faster. Turns out all the Zipp rims ended up cracking. At one point, they were discussing the need for 27mm tubulars and asked Vroomen if he could design an R3 frame for Roubaix that would accept Shimano's long-reach brake caliper. He said "sure, no problem", just make a few new moulds and meet me back here in 6 weeks!
