Can I get away with...

A 58 cm bike with a 31.75 inch in seam or is it going to be way too big?

Depends of the bike and how that 58cm is measured, and whether that's your pant inseam or your cycling inseam. Depends on a lot of stuff, but the bike's probably too big. Can you ride it and see how it feels?

No i can't unfortunately. That is my inseam I just measured plus or minus a little bit. The bike is a cannondale if that matters.

It's probably too big, I have a 31 inseam and ride a 56. You may be able to get it to work with a shorter stem, but it may be uncomfortable to ride. If a bike does not fit right, you will not ride it.

There is a chance that, though big, it could be made to work. May not be ideal but it could work out.

Research how to measure your cycling inseam and which find out which Cannondale it is and report back before you dismiss the idea.

What year Cannondale? In the 90s they measured their bikes to the top of the seat tube, which was usually a good inch over the top tube. I rode a 58cm Cannondale with my 31" inseam just fine. But if you're talking about a newer model, they might have switched back to measuring it center to center, in which case it's too big.

Please follow the link that wtex entered. Measuring your inseam alone is not how you select a frame. Plus, the top tube measurement is generally considered the most important.
