To all Trek OCLV riders

notice that the upper half headset (the silver portion with the cane creek model number printed on it and the top black portion) can be rotated n turned using my hands.. does this mean its loose or is it meant to be like that ?

Probably just the dust cap from what you're describing. There should still be a nice seal under that to keep dirt out. Does your headset feel loose otherwise?
