Need To Raise Height of Threadless Stem

Everything on my new old NOS 2000 IF Crown Jewel fits well, except the bars are about 2" too low. It is obvious the steerer was cut for a 22 year old male with 0 zero body fat that can ride and climb all day and desires a very aero position. Me - I'm now the Rivendell prototypical rider. My racing days are 30 years in the past and I desire comfort now over speed. I want my bars even with my seat.

So - where can I find something in stock that can get the bars higher? High angle stem? Adjustable stem? Something that clamps onto steerer to allow stem to be raised ??? Other????

It's a 1" steerer.

I use 26.0 bars.

Let me know your suggestions, and where I can buy the item you suggest.

Unless you find it in 1", you'll also need a shim and (possibly) a new stem.
