Bianchi Brava on a diet

There's a Bianchi Brava I'm looking at that's on sale now for $600. It weights in at 23 lbs. Here are the specs:

Wheel Size: 700c
Tires: Vittoria Rubino Tech
Shift Levers: Shimano SORA 9 Speed Triple
Crankset: Sugino RD 3000t 170mm 52/42/30
Bottom Bracket: Square Taper
Brakeset: Shimano SORA
Rear Derailleur: Shimano 9 Speed
Front Derailleur: Shimano Triple
Cassette: SRAM 12-26

Think it'd be possible to take 4-5 lbs. off it by upgrading components, on a budget of about $600-$700? I'm not too familiar with how components and their various weights fall into place. Also, is $600 for this a good deal, or just OK?
