Best Doper of all time?
There should be two "all time" best categories in cycling. Dopers and everyone else. It remains to be seen how large the everyone else pool will be considering Puerto, but choose your favorite!
Includes those caught and the I didn't inhale defense (intending to dope, but just didn't get around to it). Oh, and includes those busted after Festina so I guess it's not all time best, but you get the point.

You know, even Lance admits to taking EPO (or whatever it was). A bit of a technicality, but still a guaranteed doper.
