Shimano TL-FC 16 Crank Arm Installation Tool

I just ordered a shimano 105 (2006) double chainset from probikekit.com, and they said I need to buy this for installation: Shimano TL-FC 16 Crank Arm Installation Tool $5.99

It seems this is not a necessary tool. Anybody know what this is/does? I have a shimano Bearing Cup Spanner

It's for attaching an outboard bearing bottom bracket to the frame, which it appears the 105 group uses (instead of an ISIS or Octalink bottom bracket)
