Good deal or not on used Trek?

Good deal or not on used Trek?
A local shop has a used Trek 1400 for $300. It appears to be a few years old. It has 8 speed RX-100 with STI. The Continental tires seem fairly new and the rims have not worn through the black anodizing. All in all it look well maintained and dammage free the only draw back is an unbeliveable amount of goop on the chain and cogs. The bike is on consignment so the price is not open to negotiation. Is this a good deal in anyone's opionon? Should I not let this chance pass me by or should I wait to see if anything better comes along.
Also is there much value in the frame. If I were to build something up using the components could I get $100 dollars or more selling the frame? Thanks.
