um i think we would need some more pictures.
im intruged, it has fairly nice looking lugs, but the stem shifters kinda throw me.

Too much rust, reflectored pedals and stem shifters will not add up to $1000.
But someone in C&V might recognize that seat lug or the partial headbadge.
Good chance that seatpost is stuck, too.
