Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

Reynolds wheelsets

I was browsing these two wheels and both are very similiar in design, yet one is way more than the other. I know the Cirro comes with better spokes, adjustable preload and a few other things, but is the Cirro that much better?

Reynolds Cirro Mid V

the hubs on the attack wheelset are not very good, seems to be it's main letdown.

They are the same hubs as on the Alta race and Solitude wheels (KT I think?).
I have never heard of a problem with them (I have 2 sets of Alta races).
They aren't DT though, which I think the Cirro Mid V is.

Save yourself some dough and go with the Attacks.
