New bike, problem

Just got my first new road bike, a close-out 06 Fuji Roubaix. But I noticed that the back wheel does not spin too freely, and the headset is also pretty tight. If I lift my bike up, the handlebar doesn't swing. Although I don't have a steering problem.
So, is everything suppose to be this tight on a new bike? Will it loosen up? I've always had used road bikes, so I really have no idea.

If the rear wheel does not spin freely something is wrong. Is the brake dragging? Is the wheel seated properly?

The brake is not dragging, and the wheel seems to be seated correctly. If I lift the bike up, and give it a spin, it'd prolly go one revolution and stop.

Take it back to the bikeshop that you bought it from. They should adjust it free of charge.

That is not good at all, take off the rear wheel and try and spin it off the bike. If it doesnt spin off the bike the hub should be loosened and then tightened to the proper tension for the hub. You might need to take it to your LBS in order to have this done. If it spins off the bike then the only thing it can be is the way that the wheel is seated. Also when you spin the wheel if you can feel it index as you spin it this is a way to tell that the assembler did not do your wheels correctly. With the headset check the same thing can you feel it index? If so it is too tight, loosen it!

Take it back and let them know. The wheels and headset should move very freely.
