they're the same size. Deda rounds down, rest round up.
They're actually 31.75mm if 1 1/4" is converted to mm.

+1 - Also a bit or marketing. Why be the same when you can be a little different and confuse many unknowing consumers into thinking that they have to have a Deda bar and stem together because no one else makes the "same" size.

Deda actually claims in their marketing crap that their newton bars should be used with their newton stem to maximize stiffness. Seems a little suspicious to me. Then again, I'm putting a set of newton bars in a newton stem on my new build. We'll see if I can detect a difference.

31.8 vs 31.7 u wont notice the difference in my oppinion, besides the obvious one that is to see the screws going a little bit deeper in one than in the other one (only a tiny bit). The issue is that many things are still in english system instead of International System aka metric system that is a lot simplier even to understand. Even the army and the navy uses metrix system for proyectiles trayectory calculations.

I said they're actually 31.75mm, There's no difference in the OS spec handlebars and you won't see any difference because there is none. :-/
Deda rounds down, others round up, that's the only difference.

Marketing, as said.
You do have a feel for how small 0.1 mm is, yes?

Velonews did an article on it. Most manufacturers round up to 31.8, Deda rounds down to 31.7. They are the exact same and thus the bars and stems can be used in conjunction with any manufacturer's 31.8 clamps.

Sadly, the marketing works. When I built up my Six13, my LBS convinced me to get a deda stem rather than the thomson I wanted, because the thomson supposedly wouldn't fit with the deda newton bars I wanted. I figured out the truth just a few days later. I don't think the LBS has yet, though
