Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

If it's just an expanding plug (not an Alu sleeve w/ starnut) it should come out and then you could cut the steerer no problem.

Is it an Alu sleeve in the steerer with a starnut in the sleeve? If so, those sleeves are expoxied in there I believe and I don't think it's recommended to cut them - and especially not to apply force like that to try and move anything down (you'd just move the starnut anyway). You may want to call Specialized customer service to see what your options are if this is the case.

fwiw on my madone the starnut in the alum steertube was not epoxied in place.

also, if you have a carbon steerer tube maybe sure to leave room for at least 1 spacer at the top of the stem, its recommended to leave a spacer on the top.

Does it have a hex nut in the middle to loosen it? If so, you just use the appropriate hex key to loosen it, move it down, and tighten it again. Try to find the appropriate docs for it so you know where it should be. At least measure how far below the current top it is, and put it in the same location after cutting.
