Hypothetical: If Lance were to return...
Ok, say Lance did make a comeback. Say he rode the TDF and placed well but didn't win, maybe even finished near, but off the podium. Through it all he tests clean in UCI tests, and additional third party tests, and even gives permission for his blood to be stored to be tested at a later date in the event new tests are invented.
What would this lead you to believe? How would the general public view it? How would the cycling community interpret it?
1) Lance's inability to win, combined with the clean blood tests, likely means he was doping in order to win previously.
2) Lance's high-level performance (even though he didn't win), combined with the clean blood tests, suggests he was clean during his 7-peat.
3) I don't know and I don't care.
It's late and I should be asleep instead of channeling Stuart Smalley...

Pretty much what Tinrobot said. If he were to ride the TdF again at all, that shows a pretty freaking amazing level of ability.
I don't really understand why some people are so determined that *everyone* is doping. It happens a lot, yeah, but there are also genuinely amazing athletes out there and we should be celebrating that instead of yipping around like tiny little dogs trying to bring down the pack leader.

Means nothing. If you've made up your mind that Lance was a doper, that's your opinion, but to conclude anything based on results as a 37 year-old coming back after four years removed is an obvious fallacy.

There are fifty reasons Armstrong will NEVER race in Europe again, and this is one of them. If he loses, but tests "clean", most of the world will take that to mean that he was winning "dirty".
And, although the odds of him winning the Tour would not be better than 20 to 1, if he DID win, he would be tested by the same French lab whose lab work has been compared (unfavorably) to "science" done by a drunken chimp. And, he would be subject to getting a "French" result.

Considering no one cyclist has dominated the past few Tours, I would give Lance a great chance of winning again if he commits to this comeback. If he has a strong team, he will be competitive to say the least. Definitely a risk to his legacy if he lost, but if he were to win or be on the podium, it would be a huge win.

I don't think you can draw any conclusion about 1999-2005, from 2009 performance.
I do think there's a reasonably strong inference to be drawn from the fact that he's coming back:
Armstrong wins 7 TDFs when for most of the time there was no effective test for EPO, and PEDS were rampant in the peleton.
Armstrong retires when many around him are getting popped for PED's.
Armstrong unretires when many teams now have enhanced antidoping protocols and it appears the sport is actually cleaning up.
So the inference would be that Armstrong believes that the sport is sufficiently clean now, that it is possible to compete without PEDs.
That would be a positive inference going forward.
