Topeak Joe Blow for the floor. CO2 (anything works) for the road. If you're really looking for a frame pump, get one by Lezyne.

For bike: The Topeak Road Morph is fantastic. For garage: I personally like the Joe Blow Pro. But I watch my 15 year old son pump up his tires and I've noticed that he has a bit of a hard time DISengaging the pump from the presta valve stem.

Joe Blow Pro, prefering it over the Sport mainly because the dial is easier for me to read. (I have both, and they work the same to me otherwise.)
For commuting or around town I toss a Road Morph in the backpack.
On my road bike a Zefal HPR, frame mounted.
It's easier to get the pump off a smooth valve stem.
If the valve is at the 12oclock position it's easier to push down to get it off, than to pull up when in the 6oclock position.

Road: Zefal hpx
Both work as well as I can imagine a floor/frame pump working.

Joe Blow (I think sport... $30ish)
Micro Rocket AL + co2.
I'm good for multiple flats on the road, and have used the Joe Blow on the car several times.

Garage: Joe Blow Spring
Road:Topeak microrocket CB
I love that microrocket, for something soo small it pumps up plenty enough to get you home and even ride without worrying about pinches. Plus I'm light so I really don't NEED to pump up too high anyways. Yes it takes a bit of time and a lot of pumping but I like the size and it's easy to use.
I used the thing about 5 times in one day, 3 flats, the second one the patch was failing so I kept pumping it up every half mile. Eventually someone spotted me a tube. Great little pump, well worth the price.

i need me one of those, because 1/3 things happens when i use mine on presta:
1. jam the pump way too far into the valve (gets a little stuck)
2. air doesnt get into the valve.. have to remove, release a little bit of air, and reapply
3. i need to position or hold the pump valve exactly on the plane of the rim or else it leaks a bit
