Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

Is it better?

I have 2 used road bikes (412 trek, lotus challenger sx) neither of which are exactly my size but I was wondering if it was better to ride one thats 2 cm too big or 3 cm too small?

3cm too small. You can make a small bike bigger more easily than you can make a big bike smaller. Besides, most people can ride a range of sizes.

Raise the saddle, and push it back if necessary.

I'm not sure on how to answer your last question, but going smaller is usually better than going bigger because it's a lot easier to make a smaller frame fit you better, whereas a larger frame doesn't allow that kind of flexibility.
