The bead is the part of the tire that contacts the rim, the innermost lip. Kevlar beads are a little lighter than wire beads and Kevlar beaded tire can fold, wire bead tires can't.
I think the suggestion was for Kevlar belts, these help prevent flats.

Ohh well. Everyone is having their fun with a confused poster.
You seem to have mixed up kevlar beads and kevlar belts. Kevlar is used to replace the steel wire beads that run around the lip of the tire. The bead is designed to NOT stretch so it will hold the tire onto the rim. Using kevlar saves weight and allows for the tire to fold.
Kevlar belts can be used under the tread of a tire to make it resistant to punctures.
For city bike use you want a tire with kevlar BELTS. If it has kevlar beads as well thats fine. It will make the tire lighter and easier to fold but will also be more expensive.

Here is a picture to illustrate Anthony's post above: beads are the two cables at the bottom of the tire, belt is the yellow strip on the top that provides extra puncture protection. Both the beads and the belt can be made of kevlar.
