padded tights

are padded tights meant to go over your shorts/bibs or is it too much padding?

Do you mean tights with chamois/liners worn over a pair of shorts which also have a liner? If so, you're talking about wearing two liners (!) which is not only unnecessary but will probably leave you with an excess of fabric between you and your saddle which might increase friction and predispose you to saddle sores.

Either wear a pair of liner tights by themselves or wear unlined tights over your liner shorts.

Definitely. Unpadded tights over padded shorts is the way to go.

I would generally say you're better off with unpadded tights, and not having to wash them incessantly, or buy as many pairs. I have one pair of winter tights, and just wear them over shorts, but they are non-padded, while the shorts are good for year round with or without tights.

I would tend to agree with this, at least for shorter rides, because although you may give up a little comfort by wearing the tights over the shorts, the benefit of not washing after every ride is very nice. It means you don't have to have so many pairs.
