does anyone know how the $40 time cleats wear in relation to the $7 look cleats?

Partial answer... I don't have Look cleats, so I can't comment on those, but I do have Time cleats. I've been riding Time pedals for 4 seasons and still haven't managed to wear our my cleats.

My wife did have one pair of Time cleats fail. They didn't wear out, but somehow one of the cleats actually ripped close to where one of the walking "knobs" are formed. They did this after only one season.
