frame question

What are there two silver things on the sides of the steering tube? is it a road frame?

+1 They're just in an odd place. Most cable guides are placed further down the downtube. Like these



The Ciocc's guides are aesthetically unpleasing to me but putting them there solves a lot of rubbing issues.
