Sleeper Bikes (frames)?

Ok, according to this the CAAD9 framed bikes are considered to be a very good frame which, for whatever reason, has been sold at a low price with functional but unimpressive components – kind of a “sleeper” bike:

Kinda of an anti-Motobecane where you buy it for the frame and not the components?
