Typical clearance period

Is winter the typical clearance period for bike-related items? I'm looking to make a few purchases soon (helmet, wheels), but don't necessarily need them now. Since this is my first serious cycling season, I'm not sure if there is a certain time of year when really good deals can be had.

I'm seeing some things starting to go on sale now, but am wondering if they will get discounted further as it gets closer to winter. What's the general case?

Every LBS has a different philosophy and each manufacturer has a different agenda for year end sales. I've purchased new bikes in September, February and August, all were leftovers, all on sale.
