unknown bicycle frame. please help!

Hi, i'm pretty much brand new to this site, but not so much to road bikes. a friend of mine is cleaning out his garage and came across this "bella" named bike. I told him i might be interested in taking the frame and doing a rebuild of the bike. but other than it being a steel frame, i'm sort of clueless about any other information and would definitely like to know more about it. so i was hoping that somebody could help me out on any information on this frame. anything is appreciated thanks.

They don't even look like they came with that beautiful frame. It's funny I should talk I still have my steel bear claw pedals on my 73 LeTour.

you might be able to see if the bike is of good quality by looking for tubing stickers, lugs, and check for dropouts.
