How much should I pay for this 2009 Fuji SL1 frame

How much should I pay for this 2009 Fuji SL1 frame

I have a Tek 2200 SL for training, but I want to build a new bike ground-up for racing. I saw this bike, its a 2009 Fuji SL1. The carbon is C10 which is usually expensive. The 2010 seems to be running $5k+ with components. This frame is said to have about 700 miles on it.

Seller asking $1k, can I offer $850 or even $750 without offending him? Any thoughts as to the value for someone who doesn't have much experience with buying bike frames?
