i think he means it's a fixie. i don't understand what he means by being 'locked up 10 times', must have been involved in a felony or something and is out now out on bail.

It was a typo. He meant never been "tracked" on. As in, it's never been to a track.

It is an SFbay ad, so you would expect some ghetto or some slang. I'm surprised there was no "hella, hecka, hyphy, etc."

i thought the whole point of a fixie was that it was cheap and easy to build and maintain... man, i must be out of the loop
