What makes a wheel stiff/flexy

What are the biggest contributing factors to a wheels stiffness from its components?
-spoke count
-actual spoke brand/type
-hub
-rims

Also is it possible to make up durability/stiffness using stonger spokes.
I am looking at some possible wheel builds so any info would help me with some decisions.

Seriously, I just repeat the BF chatter about this. I haven't flexed a wheel except for the one that ran over with my car. Let me start that the way it is built is the number one reason a wheel is stiff or not.

What about spoke tension? Does that affect the flexibility of the wheel?

not all spokes and rims are constructed the same, i.e., they don't all have the same strength so you can't just look at spoke count. it's a tradeoff between the design and the materials of the rim and and spokes. i don't think the hub has much to do with it as it either holds the wheel together or it doesn't (failure).
