When I first started riding I got some pretty nice starter shoes on Nike's clearance website. You can always find good deals on pedals on eBay, but if you're looking for something new Bike Nashbar has a great website with their own low-cost brand of stuff. In fact, I got a lot of stuff there when I first started because their own brand is pretty cheap and good quality. They have a super easy return policy too. Do you know what style of pedal you want?

You can probably find some shoes for under $70 (though it will be tough) but there's no way you're getting decent pedals with them too for $70.
