Base layer of summer socks, top layer of woolie boolies, and shoe covers take care of me down to the mid 20s. Make sure you tape up the vents on your shoes.

I might give you a run for your money, 26 miles per (week)day commuting. My recipe is pretty similar except that with chemical toe warmers I can skip the second layer of socks.
I should add that this setup was good for about five hours of weekend riding. then the chemical toe warmer gave out and I had to replace it. without the chemicals I'm toast (or, not toasty, depending on how you look at it)

2.) Medium to heavy socks (depending on temps)
3.) Chemical toe warmer pad
4.) Sidi Hydro GTX winter shoe

Trust me on this, nobody rides more winter miles than me. Nobody I say.

Totally understandable. I think most of the variance on my part is mental. When riding in the winter I expect my fingers and toes to be cold. As long as they're not painfully cold I consider it a success.
