Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

I ride with the Gore Tool and find, with minimal layering, that I can ride comfortably from ~40 down to ~20 with no problem. Above 40 the jacket is a bit warm. Keeps the weather out however. The pit zips are nice on the warmer winter days. Construction quality is excellent!

Gore gear is on the top of my list or winter gear and I don't like Pearl Izumi much,
but after using a PI P.R.O. winter cap (that worked great), I'm opening up to them.

Anybody use a PI P.R.O. Barrier WxB Jacket by any chance?

How good does it block out wind?

Excellent wind protection, it's a Windstopper softshell. I've actually used my GBW Tool skiing when I was in France last year and it held up very well indeed. It's been pretty windy here in D.C. lately and I had no problems with when the temps dipped to ~30 with 30MPH wind gusts (just a base layer underneath).
