Shimano 5700 brakes: maximum tire width and brake lever compatibility ?

Will they accommodate a 28 or 32c tire ? And will they work with R600 levers ??

After nearly being right hooked by a UPS truck, I am questioning my choice of cantilever brakes and would like something with more stopping power for my rainy day/commuter/shopping/whatever bike (a Surly LHT, no fenders).
