I've occasionally bought things through them and never had a problem. Never anything critical to building a bike, though.

I haven't had a problem with them, asides from the service being a little slow, but honestly, they made that clear upfront. Their prices aren't the greatest, but they have a lot of upscale, boutiquey stuff that's hard to find, so sometimes, when you buy stuff that's hard to get, you gotta wait and you gotta pay. I still plan on ordering from them to get hard-to-find stuff.

Your expectations are too high. Unless they promised you a ship date, they have thirty days to ship. They shouldn't charge your card until they ship the merchandise. If the facts you state in the OP are correct, you have no legal right to refuse delivery.

I ordered some fenders from them last Oct. Ordered on a Sat, shipped on Wed. I thought the price was good and the service excellent. I would recommend them based on my experience.

If I want something quickly I go to a LBS.

I've got a few things from them that were a little slow, but no slower than amazon's super saver shipping or buying stuff off ebay. Niagara's been a bit slow with me and so has Nashbar, but bikesomewhere wasn't too bad.

13 days from order to ship is not egregious.

This is what I recommend: If you need it quickly, and LBS doesn't have it, my first rec is to check JensonUSA, if it says, "In stock", it is, either in Corona CA, or MN (QBP?) warehouse. You can get it next-day, or second day or 5-6 days. Their computer inventory system is real time.

There are also a lot of other well-established LBS/online merchants where you can talk to knowledgeable people in the shop, and find out for sure if they have items in stock, and how long it will take to get it shipped. Sometimes it's later today, sometimes tomorrow, occasionally day-after-tomorrow. The vast majority of shops will give you an honest shipping date.

If your LBS doesn't have items in stock, their ordering may not be quickest, e.g. if you go in on Wednesday, but they only send in orders on Monday, and receive on Wednesday, you can generally get it with an online / phone order quicker, like it arrives at your door Thursday or Friday this week.

If the shipping delay had exceeded thirty days, they'd have owed you an explanation for the delay and an opportunity to cancel the order. If you weren't satisfied with the service you got, you'd have the option of not giving them any more of your business.

If the order did indeed ship and arrives soon, then why not accept it?

Let's agree that fulfilling the order was slow and that it is annoying to have emails ignored.
But, it sounds like you'll get the part. If you do, use it and then don't shop there again. And,
you've shared your experience and alerted folks who will find this information useful.

You can make a point on some principle by refusing the delivery. But, then your delay for getting
your part is even longer.

It's hard to tell for sure, but it sounds like the OP requested that the order be cancelled before it was shipped. If that's the case, I think he has a right to complain. I don't think the wait time was excessive, but it really depends on what was indicated when the product was ordered. I do think it is stupid that they seemingly ignored the requests to cancel the order and shipped it anyway.

The only way to know the timing of the cancellation requests relative to the merchandise actually shipping is to see the times on the e-mails the OP sent requesting cancellation and the label scan by the carrier when the package was accepted (assuming it was shipped by a carrier that provides online tracking using a tracking number).

The OP's first contact with the vendor asking about his merchandise was an email on Tuesday, April 19. His original post on this thread was early this morning, Thursday, April 21. Depending on when the vendor read his April 19 e-mail, we're talking about one or two days between his initial e-mail and his first post here.

I don't know that I would refuse shipment at this point (mainly because that would further hold things up), BUT.....

2 weeks is a bit long for them to ship unless the merchant said upfront that it was a special order or something and would take extra time to post. And the OP did ask them to cancel the order 3 days prior to them charging his credit card. I can forgive slow shipping in many cases, but if a merchant charges my credit card 3 days after I told them not to do that.... well, there's no way that anyone can convince me that I'm in the wrong for disputing that charge.

When I buy wheels from Psimet, I know I'm gonna wait and I'm totally cool with that because I know they are being built to order. When I order something from Amazon or eBay, I am making that purchase on the premise that the item is on hand and ready to ship unless I am told otherwise up front.
