Need parts for a new build

I am buying a bare frame and fork. I need to buy a FSA No.42-ACB headset/bearing but this set says that it includes the top cap, starnut and bolt. I know carbon forks dont need the starnut.

My question is that if this comes with a top cap, I still need a compression plug. Can I just buy the plug on its on or? I was thinking of getting a compression plug set with the top cap, the one that the plug is a male and top cap is a female screw.

You can buy the plug on its own, and I think they always come with a top cap.
