How to make a speed machine

I was wondering how you can make a road bike as fast as possible. I know 90% of it is all about the person riding it, but lets say its a 1v1 race and you are a cycling manager and your athlete is racing against the athlete on the other team. Both athletes are Identical. You know the cyclist on the other team is riding the new Trek Madone 6.9 SSL https://www.trekbikes.com/ca/en/bikes...done_6_9_ssl/#


The race distance is 20km. The road conditions are dry and sunny 25 degrees celcius its a beutiful day with no wind. The course is 25% flat. 25% hills. 25% downhill and 25% fast turns.

You have a budget of $10,000

The bikes won't matter.

Whichever athlete hears and believes the most inspiring quote in their coaches pep talk will win. Their indomitable spirit will let them endure horrific pain to bring home the trophy for <insert sister/brother/mother/father/girlfriend/boyfriend/pet/city/state/country name here>

Just watch any of the "underdog beats the favorite" sports movies and you will see proof of this as almost all of them are "based on a TRUE story".

For a climber, the lightest bike possible with the concentration being on rotating weight. For a sprinter the stiffest frame and wheels while still being light. For a breakaway guy the most aero bike and wheels while still being light.

Now, let's say Batman was on one bike (superfit kind of dude) and the Hulk was on the other (big, big muscles) and the distance was 100 km (the Hulk might need some time to overcome his slow start) and Godzilla (meanest dog in town) was chasing them...
