Water inside the rims

After riding in the rain I discovered water inside the rims! I have to take tire and tube off to get the water out.
Is it normal ?!?!?!

Thanks! I though it would be nice feature to prevent my wheels get on fire, but I am not that fast

One of my wheelsets seems quite susceptible to this. I found that if I let the tyres down indoors the water would evaporate - a lot less hassle than actually removing the tyres and tubes.
