Nice extended cyclometer perch?
Does anyone make a "perch" for the speedo/cyclometer that extends out in front of the bars/stem? My Bontrager now resides on my stem but it seems to be 3 to 5 inches behind my easy frame of view, especially because I wear glasses. I really have to tilt my head down. I thought of sourcing some tubes and making a CF one, but I wanted to check if anyone made one that wasn't overbuilt (like the Problem Solvers one) or just a little plastic stub.

That's exactly what I was looking for...but for 26.4.

I definitely am with you on the glasses issue. I had mine on the stem and had to take my eyes too far off the road to check my cadence or whatever I was looking for. I got the FSA control center that M_Wales posted, but it looks like your handlebars may not fit. Perhaps a small piece of rubber to shim the mount?

Some mounts come with all the adapters needed to fit any size bar...
Rubber will work but the mount will move while riding. It is an imperfect solution.

heavy rubber would also be good as long as it is dense enough. If you are using the double sided mount as seen above, movement should be minimal even if you are jarring it around.

it depends on how wide you want them. problem solvers has a 44mm wide one, which you can have cut down to the size you want link

EDIT: Just to be clear, I'm trying to find a way to make the FSA unit (above) fit a set of old, 26.4 Cinelli bars.

Once again that links to 25.4 and 26.0 to 31.8 shims, not to 26.4 to 31.8. Am I being too picky? Can you kludge the 26.0 shim to work? I'd rather not scratch up a sweet set of Cinelli Del Mundos.
