Try another wheel and see if it is the same. If it is, you have a serious issue with the frame, if it is not, some idiot put a spacer incorrectly in the rear hub or wheel needs to be adjusted.

Fokus is a high quality brand, I don't think you have a problem with the frame. It's got to be the wheel.

Thanks for all the help everyone. The bike store where I purchased the bike asked that I send the bike back out there. I know this will be very costly argh.

AWWWW....its because you have white crank arms!!! that always happens with white crank arms.

hope they get it squared away. If you just bought it, why dont you just bring it back to the dealer instead of having to go through shipping it, which as you said is costly. BTW that mechanics quote makes me scratch my head a little bit. Why would a off center/tilted wheel be a design to help with different hubs????

Yea, not sure why he said that. Wasn't sure if wheels that aren't dished sit differently on hub. Why Do you think I should talk to focus direct instead? Yea I would but the seller is all the way on the west coast and I'm in PA. AhH!

Thanks dtrain, I guess i'll send that video over to the shop too just in case. :/ Man, this sucks well hopefully will get this worked out before March. Warm weather is almost here

Cheaper to send the video than the bike. Do that first.
