Unknown Bike - Need ID Help

Echelon on the down tube
ECW on the seat tube
Raised E on the head tube

Beautifully made touring bike with Henry James dropouts, cantilevers, braze-ons, and spear point lugs.

Cannot find any info on the web.

How old do you think it is based on components on the bike? This might be best answered by the C&V crowd. A bit of Googling yielded ECW is Echelon Cycle Works. They appear to be out of business as their website in no longer up and running. Some more googling shows that ECW started around 2005, so they appear to be a short lived custom shop.
