Worth it? Specialized Allez Double 2010

Hey guys! Thanks for stopping by.
So I'm pretty new to cycling and I'm about to buy my 2nd bike (sold the first one). So now my question is: Is this 2010 Specialized Allez Double worth it for $400?

Looks like it has Sora shifters with the thumb buttons. $400 seems like a fair price. I don't know why people try to sell bikes that can't be test ridden though. I guess you could try airing up the rear tire enough to test ride the bike.

Fair, not great. Okay for that area. Tiagra would be better if your budget would allow you an extra $100-200.
