Switching tire without changing tubes?
My old tire is fine but I want to replace it with slicks. Everywhere I search, people mention replacing tubes with replacing tires. Is this necessary if I have not suffered a flat?

I've worked for shops where it was policy to replace the tube when doing a quick tire change for a customer, but that was only to stop people from claiming the tube was fine before we changed the tire. Some people were pumping up their tires(with slow leaks) and scamming the shop for a free tube.
If your tube holds air, there's no reason to replace a perfectly good tube.

When I put new tires on 84 team fuji and 85 club fuji last year, I re-used the old tubes (under original tires) more from curiosity than cheapness. A year and hundreds of miles later per bike the 80s tubes are still going strong with no flats.

No real need to. But generally, at least for me, the valves have a limited life span and if you have 50-100 rides on the tube (with the same number of top-offs before heading out) it might be worthwhile to replace it while you have the tire off. But it's certainly not necessary.
