Im local to this and dont remember it...not to defend the driver at all, but if a cyclist was on 23, they're dumb. Flat out. 23 is a 55mph 4 lane divided highway. No way in hell youd catch me on a bike on many parts of 23...MAYBE downtown columbus where its 35, but not outside our outerbelt. Nope.
