Need help with my tarmac

My tarmac is finally here! Everything looks great except this one detail: there is a "gouge" in the carbon frame right under the seat bolt ring. It looks fabricated and is oily if I stick my finger inside. What is it used for?

It allows the frame to flex when clamping down the seatpost.

this seat tube notch just closes up a little as you tighten the seatpost clamp/collar...part of the process of keeping the seatpost in place...

That looks like a defect to me. I have a Tarmac and it doesn't have a jagged hole in the FRONT of the seat tube. The seatpost clamp notch is in the back...do you have the notch in the back as well?

no notch in the back. I guess it is the flex point to keep the seatpost in there as you all said. Thanks.
