Off the top of my head:
1. Beagle
2. English cocker spaniel- added grooming expense, but a lady killer type of dog
3. Miniature schnauzer- added grooming expense
4. Vizsla- a little bigger than med-sized, very high energy
5. Bearded collie- very cute, added grooming expense + time to maintain coat
6. Brittany spaniel- very high energy
7. Mixed breed from a shelter or rescue. An already trained dog can be appealing.
If you don't like yapping, most terriers are out- but otherwise I'd also say consider a border terrier
Skip dachshunds- as much as I like them, they get expensive disc/spine problems with alarming frequency.

...and I do it out of love, both for @coasting and for dogs. Not everyone is in a suitable life situation to be in a mutually fulfilling dog relationship.
Besides, he's moving to Australia, and international dog moves are one of the down the rabbit hole, bureaucratic nightmares of modern life.
I would never advise anyone thinking of moving soon to get a new dog. It's like asking for someone to beat you with a bat. nttawwt

They are nice dogs, but ridiculously fragile. I had one on my schedule one day, the "problem" as identified by the receptionist was broken neck. Along with some notes that she urged the owner to come in through the emergency dept rather than waiting for an apt and the owner's response that "it could wait." So I'm assuming this will not in fact be a spinal fracture, maybe they just mean neck pain or something like that.
Yikes, my nurse loads the xrays into our system and I look at them prior to going in to examine the dog and it does indeed have a cervical fracture (that's an OMG moment, let me tell you). The fracture was non-displaced, no impingement on the spinal canal, no loss of function neurologically and had been splinted elsewhere, so really owner just wanted to know if I thought surgery would be better than the splint.
You know how the dog broke its neck? Walking down the sidewalk on a leash, got startled, reared up like a horse and fell over backwards. There are very few types of dogs that can break a bone quite like an Italian greyhound. I always like them, but couldn't have one because of their fragility. Sometimes they just jump off the sofa and fracture the radius/ulna, that's a commonly recognized Italian greyhound thing.

Take your time and do your online research. There are tons of dog sites with breed specific information, you could start with the AKC site and compare with other sites.
By the way, the concept "aggressive" is relative, situational, and personal. Rottweilers and G Shepherds have earned undeserved bad reputations for aggressiveness when actually it just boils down to a normally protective dog that's simply big enough to make an impact.
Those yappy little Yorkies and Shihtzus are as aggressive as they come, yet too small to make an impact.
If a Jack Russell was as big as a G Shepherd he would be illegal . . . he could eat Pit Bulls for lunch.
And recently I read a survey that ranked the popular Dachshund as the most aggressive of all breeds. Rottweilers, Pit Bulls and G Shepherds were significantly down the list behind a bunch of small dogs.
Just sayin'.

i like german shepherds. but they might be too smart for me. i don't want a dog that raises its eyebrows at me whenever i make dubious decision.

IMO, much of it comes down to prey drive, and whether the dog is of a breed that is bred to hunt. Terriers and dachshunds are hunting dogs. Bird dogs are not. We had a Schipperke which is a little guard dog, and he would be fine around any other animals if you introduced them, but would challenge any people or animals that entered the property without his permission. He took on a Rotty at one point, and won out of disinterest on the Rots part.
Wendy, the beagle/lab mix, was totally untrustworthy around small animals, and she was always kenneled or outside when the ferrets were out. Cats and a min-pin had negative encounters with her. Anything smaller and it was game on.
Just be careful coasting, because a dog that is too stubborn or willful will take your bike, and make you ride the girl's bike.

@coasting, if you are actually a dog and a cat person, get a ferret. They are an ingenious cross between the two. They are as low maintenance as a cat, and as playful and interactive as a dog. Our current ferret will always come when her squeak toy is squeaked. She will play for a few hours, and then curl up and snooze for hours.
